​​​​This section provides lenders with the documents and information needed to submit loan applications for the Maryland Mortgage Program (MMP) and Down Payment Assistance (DPA) programs.  The Community Development Administration (CDA) serves as the housing finance agency for the State of Maryland/DHCD, and administers the MMP.

Follow the three-stage submission process outlined to ensure a fast loan purchase by the U.S. Bank and timely compensation. All documents must be submitted electronically through Lender Online eDocs (MMP) or DocVelocity (U.S. Bank).

  • Mortgages: An MMP loan often includes two mortgages:
    • First Mortgage: Your main home loan.
    • Second Mortgage: The Down Payment Assistance loan.
  • Documents: This term includes all affidavits, certificates, worksheets, attachments and notices.
  • Checklists: These are separate from "documents" and outline the required paperwork for each loan.

You must use this form if you need to make changes after submitting the loan package:

Stage 1: Pre-Closing

Pre-Closing Documents

This phase focuses on compliance with MMP program requirements. 

  1. Submission: Use the applicable Pre-Closing Compliance Checklist to submit the loan package through Lender Online eDocs. You will upload the MMP first mortgage and DPA second mortgage as separate packages, but during the same session.
  2. Review and Response: MMP reviews the package and responds in Lender Online, usually within 48 hours. The response explains any missing documents or needed changes.
  3. Making Changes: After you submit the loan package, the only way to make changes is by submitting the Request for Change to Reservation of Funds Form (Attachment R).
  4. Completion: Submit all required or corrected documentation via eDocs.
  5. Status: Check Lender Online for the pre-closing approval status.

Stage 2: Closing

Closing Documents

Both the Lender and MMP provide closing documents. 

  • Lender documents include the first mortgage Note, Deed of Trust, and related items.
  • Some MMP documents become available through Lender Online only after pre-closing compliance approval. These include:
    • Maryland HomeCredit Certificate
    • Down Payment Assistance Award Letter
    • Closing Instructions
    • Down Payment Assistance Commitment Letter
    • Grant Agreement

Stage 3: Post-Closing

Post-Closing Documents

Final compliance review by MMP and a credit review by U.S. Bank before the loan is purchased.

  1. Submission: Submit the MMP post-closing documents as PDF files through Lender Online. You will upload the MMP and DPA as separate packages, but during the same session. Prior to submission for U.S. Bank Purchase Review, you must register the loan with U.S. Bank via the U.S. Bank Lender Portal. The post-closing credit and purchase package can then be submitted through Doc Manager.
  2. MMP Review: MMP reviews the package and responds in Lender Online, usually within 48 hours. The response lists any missing documents or needed changes (conditions).
  3. Submit Corrections: Lender submits corrected documentation via eDocs. The only way to make changes to existing information is by submitting the Request for Change to Reservation of Funds Form (Attachment R).
  4. Status: Check Lender Online for the post-closing approval status.
  5. U.S. Bank Review: U.S. Bank reviews the file in the Lender Portal and posts any conditions or required documentation to the Conditions tab. A key condition is the Post-Closing Compliance Approval Certificate from Lender Online. This certificate is sent automatically overnight to U.S. Bank once MMP approves it.
  6. Submit Corrections to U.S. Bank:  Lender submits corrections through Doc Manager via the U.S. Bank Lender Portal.
  7. Loan Purchase: After both MMP and U.S. Bank fully approve the loan, U.S. Bank will purchase the loan.
  8. Reimbursement: After U.S. Bank buys the first mortgage, MMP automatically schedules reimbursement of regular DPA or grant funds within two weeks. (Some grant funds are reimbursed directly by U.S. Bank.)
